1. Planning procedure
(1) Establish participatory planning group at county and village levels
County planning group is composed of technicians from Soil and Water Conservation Bureau, Agriculture Bureau, Water Resources Bureau, Poverty Alleviation Office, Land Bureau, Women's Federation, etc. Village planning group is selected by villagers congress, and is composed of five to seven persons, usually village leaders, old farmers, poor farmers, women. The former is responsible for collecting materials about the watershed, and grasping developing goals of the county, as well as discussing with village planning group to make working system, labor devision and work plan.

(2) Draw up participatory sub-watershed planning operation manual
The manual is finished by experts together with related staff. It is abided by to held trainings, which are attended by planning group members of both county and village levels, veteran experts would teach planning group members the participatory approach, and procedure, methods, standards and requirements of the unified planning.

(3) Carry out planning in different communities
Members of both planning group carry out the following procedures according to their own division: watershed inspects, interview to focal group, problems discerning and analysis, preliminary planning, resources integration, fix planning.

2. Planning achievements
85 sub items of four categories are involved in the five-year (2007-2011) plan, with a total investment of ¥41.9658 million, among which ¥12 million is from Britain Grants, ¥17.8251 million is from integration, ¥4.8656 million is from the masses self-financing, and ¥7.2757 million is from labor mortgage, accounting for 28.6%, 42.5%, 11.6% and 17.3% of the total investment, respectively.
The four categories of projects are as follows:

(1) Infrastructure, 23 sub items, including road, bridge, well, drinking water, electric power. ¥9.5341 million is invested, among which ¥2.2657 million is from Britain Grants, ¥5.1549 million is from integration.

(2) Environment management, 23 sub items, including terrace field, forestation, grain for green, gully protection, pond, ¥17.9651 million is invested in it, accounting for 42.8% of the total investment.

(3) Livelihoods improvement, 25 sub items, including crop farming, livestock breeding, cistern, methane tank, handicraft industry, etc, ¥13.1266 million is invested in it, accounting for 31.6% of the total investment.

(4) Capacity building, 14 sub items, including technological service, information exchange, new technology bringing in and popularizing, tech-training and study tour, ¥1.0699 million is invested in it ,accounting for 2.9% of the total investment.
