1. Organization and management
Participatory sub-watershed project adopts community-driven implementation and management, implementation plans are decided by communities and farmers after their democratic discussion, due to farmers' entire participation, communities' self-managing ability would be raised.
(1) The three village project groups: implementation management group, M & E group, and financial management group, are selected by villagers' congress, with administrative village as units.

(2) Draw up Participatory Implementation Management Operation Manual, Participatory M & E Operation Manual, and Participatory Financial Management Operation Manual.

(3) Annual implementation plan (procurement plan) should be drew up and delivered by county project management office and community implementation group.

The three community groups should be responsible to their own work, cooperative and supervise each other, and should pay attention to the following perspectives:

Firstly, M & E group should abide by the Participatory M & E Operation Manual and establish construction specifications, and assure quality in each connection of each project at each period.
Secondly, there are usually three times of reimbursement, pay in advance, pay in medium term and pay after completion and acceptance, then, in each connection, the expenses should be billed to the three group heads by their signatures according to the results of M & E groups.
Thirdly, each village should regularly public its project process and payment transparently. And opinion boxes should be set up in village offices, with telephone numbers of WB and project management offices at all levels for complaint.
Fourthly, county project management offices should urge the implementation of integration projects, meanwhile, should send technicians guide and spot check the pilot sites, in case of problems, prompt analysis and discussion should be made with communities, otherwise, practical technology training should be held to raise self-developing ability of communities.

2. Accomplishment
By June, 2008, 59 projects have been completed, among which 31 Britain Grants projects are totally finished, and 82.35% of integration projects have been finished.
¥30.0552 million has been invested into the pilot schemes, among which ¥12.000 million of planned Britain Grants has been finished, ¥8.4851 million of integration funds has been invested, accounting for 149.5% of the planned number, ¥3.7548 million of self-funding has been finished, equaling 106.26% of the plan, ¥5.8153 million of labor mortgage has been invested, accounting for 162.79% of the plan.

3. Effects and influence
Pilot schemes have achieved great effects in ecology, economy and society, probably in the following aspects:
  Eco-environment in the watershed has been greatly improved, with an area of 2,578.21 ha of soil erosion been controlled.
  The newly built cisterns can supply drinking water for 908 households.
  The newly built 750.32 ha of terrace field can increase the crop production by 62.7 thousand kilograms.
  Infrastructure in the watershed and farmers' living condition has been greatly improved.
  The measures of livestock breeding, constructing shed and methane tanks, and buying farm tools have noticeably improved farmers' livelihood, and has laid a foundation for farmers becoming rich.
  Practical technology training and study tour has opened farmers' eyes and raised farmers' self-managing and self-developing ability.
  Health education and examination has increased farmers, especially women's health consciousness. The projects of rural cooperative medical service and village health center are great support for farmers' health.
  Hardware facilities in seven villages have been increased, which has been a platform for farmers to increase science and culture quality.
  Education condition in three village schools has been increased, which benefits more than 150 students.
  More than 40 women are employed in handmade carpet processing, they have increased knowledge and their social class.
