1. Background
CWMP is a creative project based on summary and exploration of the World Bank Loess Plateau Watershed Rehabilitation Project.

2. Objective
CWMP is aimed at strengthening cooperation between China and international agencies in the field of watershed rehabilitation and management, and summing up best operable models focusing on poverty alleviation, thus to promote watershed management in China.

3. Requirement
CWMP is required to strengthen community-driven democratic-deciding and self-managing by participatory approach with sub-watershed as a unit, and to establish omnibearing, open and transparent organization and management.

4. Scope
CWMP is decided to be implemented in Huachi County and Huan County of Qingyang City, and Jingning County and Kongtong County of Pingliang City, and a pilot sub-watershed would be selected in each county to practice and popularize the best operable models.
