Tongren City is located in southeast mountain areas of Guizhou Province, with most of its farmland on the slope. Farmers have long been counting on rain, and harvest noting in case of great drought. Till 2006, it reversed. Local government boomed construction of “Three Small Hydraulic Projects”—small pond, small cellar, small pool-- in mountain areas within the city, which refers to impounding reservoirs in size of 200 m3, 80 m3 and 60 m3 on hillsides and connected by ditches. In this way, rainfall can be collected and irrigate 1.2 million mu of hilly land in dry season.
