Participatory approach is used in pilot scheme construction in Fanzhuang sub-watershed of Huachi County, and creation and innovation are adopted in afforestation projects as a focal point. After negotiation with Huarong Landscape Company, who has won the bidding, county PMO decided to let professional forces till the land and plant trees in village owned wasteland, and in those farmers’ owned wasteland, let farmers till the land, and professional forces plant the trees, and all trees to be planted are procured by forces according to regulations. During the implementation, farmers prepare the land in high enthusiasm and meet the designing line of quality. And works done by professional forces all passed the examination by technicians and M & E group. Although there was a 92 days’ continuous drought after planting, survival rate of Pinus Sinensis is 62%, and Acacia 48%, and Sea backthern 26%, which rates are 30% higher than those of other counties.
This creative organizing form in afforestation, not only enables farmers participate in projects implementation and M & E, but also guarantee projects’ quality with a saved investment.
