(1)   The Project Steering Committee acts as the leading institution, whose roles and responsibilities are as detailed below:
  • To guide, coordinate, monitor and inspect the implementation of the project;
  • To make important decisions of the project implementation;
  • To direct the dissemination of the project outputs and experiences to related projects.
(2)   The Secretariat Unit acts as the daily affairs management institution belonging to the PSC, whose roles and responsibilities are as detailed To report the implementation and important issues to the PSC;
  •  To organize the implementation of decisions made by the PSC;
  •  To communicate and coordinate with DFID, WB, national related departments,
  •  To recommend central consultants and institutions for the project and guide the recommendation of province to local consultants;
  •  To organize the inspection of DFID and WB and final check and accept;
  •  To advice and organize the PSC meeting.
(3)   Project Implementation Office acts as the implementation institution, whose roles and responsibilities are as detailed below:
  •  To organize the implementation of the project;
  •  To draft the project implementation management method, direct, monitor and manage the work of subordinate project offices, and report the project progress to the PSC regularly(every half year);
  •  To draw up plans for the project implementation, financing disbursement, material procurement, international study tours and trainings, and report to the PSC;
  •  To organize the project implementation and coordinate with the sub subordinate project offices, monitor the efficiency of the implementation;
  •  To manage the financing account and check the disbursement;
  •  To organize the project inspection of DFID and WB;
  •  To organize national and international study tours and trainings;
  •  To checkup project reports and solute related problems.
Project Implementation Office is also responsible for draw up implementation management detailed rules according to the project progress and put on record to the PSC.
(4)   Gansu province is the implementation area of the project, so project leading group and Project Management Office are set in the Department of Water Resources, which is responsible for organizing and managing the provincial project implementation. Whose roles and responsibilities are as detailed below:
  •  To organize, direct and inspect the provincial implementation of the project;
  •  To draw up provincial implementation detailed plans according to the project program and the need of each sub-projects;
  •  To guide and coordinate model project construction, and provide related information for carrying out researches;
  •  Guide and nominate provincial consultants, and resolve problems emerging in the project;
  •  Organize, guide and coordinate provincial materials procurement;
  •  Assist and organize national and international touring study and trainings;
  •  Examine provincial project reports, coordinate to resolve problems during project implementation.
According to the need of project management, Provincial Project Management Office can draw up implementation regulations and submit to PIO.
